Recovery Voucher kickoff meeting with CoCs and Recovery Residences - Shared screen with speaker view
Who can see your viewing activity?
Information on the Recovery Voucher Grant Program can be found on the DEHCR website at: https://energyandhousing.wi.gov/Pages/AgencyResources/RecoveryVoucherGrant.aspx
Would I need to register each residence if I have multiple homes?
Hi Brett. Yes, you need to register every residence individually on the registry. Thank you.
Hi Ruthie. There is no set time period DHS can guarantee you will hear back on an application. It depends on a number of factors. That said. It should be within a 30 day period that you hear back from DHS, but it could be much sooner. Thank you.
Thank you for the answer!
To contact Dane County CoC you can contact our staff person Torrie - TKoppMueller@cityofmadison.com or myself firstname.lastname@example.org. I'm the President of the Board of the Dane County Homeless Services Consortium Board
Who is the point of contact for Racine County's CoC? Is HMIS going to be used to track homelessness for the people who need the vouchers?
Racine CoC is Teresa Reinders - email@example.com
Will applicants need to be in the Coordinated Entry system in order to receive a voucher?
Eugene Olson Jr
Who are the CoC or LC POC for Northwest, WI counties?
Is there going to be the requirement that you “live" in the county (last address) is in the county of where they get assistance? i.e. If the last address was Portage County but they have been homeless in Dane County for a year and a half, will they qualify in Dane County or do they need to go back to Portage county?
Here's the contact info for CoCs from HUD - https://www.hud.gov/states/wisconsin/working/cpd/coccontacts
Can you post the link to the program manual? I don't see this header on the DEHCR website.
How do we get our credentials for HMIS logins?
What if more than one agency within the local CoC applies?
Does a person being on DOC supervision impact their eligibility?
Great, thank you!
could a municipality apply and serve as the lead agency with subrecipients? opposite- can agencies apply directly with multiple agencies of the same local COC being recipients?
Any habitability standards requirement for recovery residence?
Are there going to be tenant rights for the recovery residence? Does the client have a lease or just program agreement?
If a non-profit housing facility has three separate building residences, do all three have to be on the registry?
Is the expectation a CoC member homeless services agency serve as a centralized referral taking entity (similar to Coordinated Entry) and work with subrecipients who provide recovery residences in the area?
Is your expectation that homeless services providers open up new recovery residence beds? Or CoC relies on existing sober living/recovery residence provided by behavioral health agencies?
What is the reasoning behind in making services not eligible expense? How do you expect services would be leveraged?
Where can we find the current list of recovery residence in our CoC?
Is the hub agency expected to do monitoring of recovery residence they are working with? Client files, etc?
RE: Racine - Your local Probation/DOC will often know if there are any existing Recovery Residences
Link to the list of DHS recognized recovery residences: https://www.dhs.wisconsin.gov/guide/recovresdir.pdf
Can you be the hub (with admin dollars) but have not units and only coordinate on behalf of the CoC with the recovery houses?
Some of our residents come in funded by the county for a period of time (usually up to three months.) Often after that period the residents are unable to stay because of no/little income. Would they then be able to use the recovery funds to stay?
Can the units be a tiny house?
Who will be making payments to the recovery residence? Does the hub agency pay them?
We have many that are being released from jail, treatment, and prison. HUD rules say they can only be there for 90 days or less and homeless before. What if they are at risk if they do not come by us?
Does the recovery residences have to be project based (building based)? Can it be scattered site?
@Stacy Hilde - thank you.
how do we update our registry info
How does the HUB get paid?
@ sarah I - thanks for the clarification!
Where can we get further clarification about imminent risk of homelessness
Eugene Olson Jr
firstname.lastname@example.org is the WI DOC/DCC/Region 2 (Racine, Kenosha, Walworth) county Program and Policy Analyst-Advanced/Purchase of Offender Goods and Services who can help with local resources for persons on DOC supervision in these counties.
( I would like to go over the scenario for our CoC. Too long to type. I am raising my hand.)
That's not quite true Paul - there are many levels of RR's according to NARR
The strongest application will automatically become the hub? Does this mean the hub is then in charge of coordinated entry for all entities?
Some residences include time meeting with a recovery coach, some residences include that, some bill for it separately
A daily rate....for a level 3 recovery housing includes 24 hour recovery support.
I mean does the HUB get paid for administering?
Recovery residence will ask for payment up front. Can that be paid by HUD and then requested to the State?
SRO FMR is 75% of the efficiency FMR, correct?
Does anyone know if this could be matching funds for the unsheltered NOFO? (I"m guessing that takes more research)
Are there any limitations relating to programming participants can be involved in? I have programming paid for by other state, federal and private grants.
I gotta go - thanks all!!!!!
Emily, Dane CoC would also like to know if it can be matched to unsheltered NOFO as well! That was a great question!
Will you make the power point presentations available by separate email?
(Ah, this grant award notice is 11/7, and the unsheltered NOFO is due before that. So probably won't work.)
When would this recording be available?
Thank you for answering all the questions! This is an exciting opportunity!
Thank you for the great information!
Thank you for this information and your time to address all of the questins!
